1 In 10 Doctor Practices Flee Medicare To Concierge Medicine

As Medicare whacks away at what doctors are paid and health insurers move away from paying fees for service to bundled payments, more physicians who own their own practices will start direct pay or concierge medicine in the next one to three years.
New data from a national survey of nearly 14,000 physicians conducted by physician staffing firm Merritt Hawkins for The Physicians Foundation, analyzing 2012 practice patterns, found that 9.6 percent of “practice owners” were planning to convert to concierge practices in the next one to three years.

The movement is across all medical disciplines with 6.8 percent of all physicians planning to stop taking insurance in favor of concierge-style medicine or so-called “direct primary care.”
“Physicians have been running for cover for several years now,” said Mark Smith, president of Merritt Hawkins. “There is a lot of uncertainty in health care now and the only certainty is there is a lot of talk about cutting physicians fees. One way to get out of it is to go off the grid.”  MORE

80 Percent Of U.S. Adults Face Near-Poverty, Unemployment: Survey

WASHINGTON — Four out of 5 U.S. adults struggle with joblessness, near-poverty or reliance on welfare for at least parts of their lives, a sign of deteriorating economic security and an elusive American dream.
Survey data exclusive to The Associated Press points to an increasingly globalized U.S. economy, the widening gap between rich and poor, and the loss of good-paying manufacturing jobs as reasons for the trend.
The findings come as President Barack Obama tries to renew his administration's emphasis on the economy, saying in recent speeches that his highest priority is to "rebuild ladders of opportunity" and reverse income inequality.
As nonwhites approach a numerical majority in the U.S., one question is how public programs to lift the disadvantaged should be best focused – on the affirmative action that historically has tried to eliminate the racial barriers seen as the major impediment to economic equality, or simply on improving socioeconomic status for all, regardless of race.
Hardship is particularly growing among whites, based on several measures. Pessimism among that racial group about their families' economic futures has climbed to the highest point since at least 1987. In the most recent AP-GfK poll, 63 percent of whites called the economy "poor."

San Francisco Strikes Blow to Wall Street: City May Now Get Its Own Public Bank

When the Occupiers took an interest in moving San Francisco’s money into a city-owned bank in 2011, it was chiefly on principle, in sympathy with the nationwide Move Your Money campaign. But recent scandals have transformed the move from a political statement into a matter of protecting the city’s deposits and reducing its debt burden. The chief roadblock to forming a municipal bank has been the concern that it was not allowed under state law, but a legal opinion issued by Deputy City Attorney Thomas J. Owen has now overcome that obstacle.

Establishing a city-owned San Francisco Bank is not a new idea. According to City Supervisor John Avalos, speaking at the Public Banking Institute conference in San Rafael in June, it has been on the table for over a decade. Recent interest was spurred by the Occupy movement, which adopted the proposal after Avalos presented it to an enthusiastic group of over 1000 protesters outside the Bank of America building in late 2011. David Weidner, writing in the Wall Street Journal in December of that year, called it “the boldest institutional stroke yet against banks targeted by the Occupy movement.” But Weidner conceded that:


Creating a municipal bank won’t be easy. California law forbids using taxpayer money to make private loans. That would have to be changed. Critics also argue that San Francisco could be putting taxpayer money at risk.

The law in question was California Government Code Section 23007, which prohibits a county from “giv[ing] or loan[ing] its credit to or in aid of any person or corporation.” The section has been interpreted as barring cities and counties from establishing municipal banks. But Deputy City Attorney Thomas J. Owen has now put that issue to rest in a written memorandum dated June 21, 2013, in which he states:


1. A court would likely conclude that Section 23007 does not cover San Francisco because the City is a chartered city and county. Similarly, a court would likely conclude that Article XVI, section 6 of the State Constitution, which limits the power of the State Legislature to give or lend the credit of cities or counties, does not apply to the City. . . . [A] court would likely then determine that neither those laws nor the general limitations on expending City funds for a municipal purpose bar the City from establishing a municipal bank.

2. A court would likely conclude that the City may own stock in a municipal bank and spend City money to support the bank’s operation, if the City appropriated funds for that purpose and the operation of the bank served a legitimate municipal purpose.

A number of other California cities that have explored forming their own banks are also affected by this opinion. As of June 2008, 112 of California’s 478 cities are charter cities, including not only San Francisco but Los Angeles, Richmond, Oakland and Berkeley. A charter city is one governed by its own charter document rather than by local, state or national laws.

Which is Riskier, a Public Bank or a Wall Street Bank?

That leaves the question whether a publicly-owned bank would put taxpayer money at risk. The Bank of North Dakota, the nation’s only state-owned bank, has posed no risk to depositors or the state’s taxpayers in nearly a century of successful operation. Further, in this latest recession it has helped the state achieve a nationwide low in unemployment (3.2%) and the only budget surplus in the country.

Meanwhile, the recent wave of bank scandals has shifted the focus to whether local governments can afford to risk keeping their funds in Wall Street banks.

My husband and I live in New Jersey, close enough to New York City that when Terry goes to the local convenience store for coffee, he can also buy the New York Post. He loves the paper’s clever, double entendre headlines and pull-no-punches stories. So when he heard Anthony Weiner was going to run for mayor of New York, he was thrilled. “I can’t wait to get the paper,” he chortled. “It will be full of Weiner jokes!”
Yesterday the news broke—Anthony Weiner was at it again, sexting women he never met.
He held a press conference declaring that his behavior was wrong, it was behind him, and he was still a candidate for New York City mayor. His wife Huma Abedin was by his side. She read a statement, saying she loved and believed in her husband, forgave him, and they were moving forward.
By the time the 10-minute press conference was over, I was furious. Anthony Weiner glossed over his atrocious behavior as if it were as insignificant as jaywalking. The man had no shame, no remorse. I’ll bet that the only reason he apologized was because as a candidate, he had to.
I’m not sure what to make of Huma Abedin. She was obviously uncomfortable during the press conference. So either she feels trapped by her marriage to Weiner, and the fact that they have a child, or she is also a political animal willing to tolerate her husband’s infidelity as part of a quest for power. Frankly, I hope she leaves Weiner.
San Diego Mayor Bob Filner
Then there’s the mayor of San Diego, Bob Filner. On Monday, his former communications director, Irene McCormack Jackson, filed a sexual harassment lawsuit against him. And apparently McCormack is just one of many women that Filner allegedly harassed. It was so bad that the mayor’s deputy chief of staff told him he needed “extreme therapy,” and many political supporters abandoned him.
For his part, Filner admits he has a problem, but says McCormack’s claims are untrue.
Even though we loved Weiner jokes, this is no longer funny. The sense of entitlement, recklessness, and hubris of these two men is appalling. One way or another, they both need to vacate the mayor’s office.

Fukushima radiation levels as high as 2011

Water samples taken at an underground passage below the Fukushima Daiichi nuclear power plant contain alarming levels of radiation which are comparable to those taken immediately after the catastrophe.
According to a Saturday statement by Tokyo Electric Power Company (TEPCO), the tested water contains 2.35 billion becquerels of cesium per liter, and the radioactive water is now seeping into the sea. The findings were also evident from samples taken within a 50-meter radius around the plant. 
TEPCO’s specialists have hit a wall trying to solve the problem of the leaking groundwater, which has persisted since 2011. However, unlike then, they cannot tell what the source of the newfound radioactivity is. The current explanation is that the radioactive water that had been left in the underground trench some two years ago is now mixing with the groundwater, which is in turn contaminating the sea. 
The current investigation started back in May, when specialists registered a 17-fold hike in radiation levels compared to December 2012. More tests immediately followed. 
In July, scientists found high tritium levels – 20 per cent higher than just two months before. At the beginning of the month, cesium levels also went up by an astonishing 22 per cent from the previous day. The legal limit of 90 becquerels per liter was exceeded by around 22,000 becquerels. 
On July 10, scientists warned about possible sea contamination, although they had no evidence at the time.   
On Monday, however, TEPCO discovered that radiation levels were rising and falling together with the tide. This has led them to their latest theory - that the leftover trench water from 2011 is indeed mixing with the underground water that flows straight into the Pacific. 
The only theoretical solution at this point is to build a wall of liquid glass between the nuclear reactors and the sea, siphoning off contaminated water from the underground trench. 
Steam has also been seen emerging from one of the damaged reactors on three occasions, sparking further fears about the state of the wrecked plant. 

Meanwhile, TEPCO has had to sustain bad publicity after it was revealed that it delayed publishing the summer study which sparked these newfound fears - which were realized just days after TEPCO reassured the public that the water was safely enclosed. The government has labeled the company’s behavior as “deplorable.”

Tokyo Electric Power Co. said on July 28 that an extremely high level of radioactive tritium has been detected in a pool of water that has accumulated in a pit in the compound of its crippled Fukushima No. 1 nuclear power plant. The level stood at 8.7 million becquerels per liter of water, which was 145 times that of the permissible level stipulated under the law, the plant operator said. Radioactive water apparently flowed into the pit, located on the ocean side of the turbine building for the No. 2 reactor, immediately following the March 2011 nuclear accident and has remained there, the utility said. On June 26, the Nuclear Regulation Authority expressed concerns that high tritium levels detected in the sea near the plant were a result of contaminated water leaking from the site. It is believed that more than 5,000 tons of radioactive water still remain in the pit after flowing from the No. 2 reactor building to the turbine building and, then, into the pit. On July 22, TEPCO admitted that some radioactive water is leaking into the sea from the compound of the nuclear plant. It is suspected that some of the water that accumulated in the pit could have permeated the soil and leaked into the sea. On July 27, the utility announced that an extremely high level of 2.35 billion becquerels of radioactive cesium per liter of water has been detected from the water that has accumulated in the pit. A TEPCO official said the utility believes the radioactive water is remaining within the pit, although it would check for leaks into the soil and seal the ground to prevent leaks into the sea.

There’s a frightening new technology at the Massachusetts Institute of Technology (MIT) that’s right out of a comic book. Scientists at the technical school have figured out how to implant false memories in a mouse.
This technological ‘advancement’ is terrifying when considering that it could lead to real life brainwashing and mind control like that shown in the classic movie The Manchurian Candidate (the classic film starring Frank Sinatra). In the film, communists turn an average man into an assassin by implanting false memories into his mind.
A similar plot is found in Total Recall. The brainwashing shown in these movies were fantasy, but what’s happening at MIT is apparently real.
A team of MIT researchers led by neuroscientist Susumu Tongawa figured out how to encode memories in the brains of mice by manipulating neurons. They even have a name for their technique, optogenetics, and it allows them to manipulate brain cells with chemicals. Remember the term optogenetics; we’re going to be hearing a lot about it in years to come.
BRAIN HACKING
Basically, these scientists have figured out how to hack the brain much like cyber crooks can hack your computer. They’re still a long way from hacking human brains, but that seems to be the goal here.
What’s really frightening is  MORE that the purpose of this research has not been revealed. What purpose would false memories serve? Could soldiers be programmed to forget things they saw on the battlefield that might embarrass politicians back home? Prisoners could be programmed to forget about abuse or, worse, reprogrammed to commit treason; in other words, a real-life Manchurian Candidate. A Nation of Rules

Edward Lamar Young knew he should not be committing crimes of burglary, especially after he already had served time in Tennessee prison more than 15 years earlier for the same thing. He had promised to “go straight” after his 1996 release and pretty much had done so until 2011, when he “fell off the wagon” and stole some items from cars and a business warehouse.
However, he sits in federal prison for 15 years and never was prosecuted for burglary. Why? He had some shotgun shells in his possession (he did not have a shotgun in which to use them) and according to federal law, a person with any criminal conviction cannot own either firearms or ammunition.
When the Chattanooga Times-Free Press publicized that situation, the response from its “law-abiding” readers was pretty straightforward: Young broke the rules and now he has to pay. The ferocity of the law itself, the mandatory 15-year sentence, or the fact that federal authorities were using what amounts to legal technicalities to circumvent Tennessee state law was irrelevant to the readers. Rules are rules.
For more than a decade, I have written on issues involving federal criminal law and police brutality, and the two really do go hand-in-hand. While Young admits that he did wrong and was willing to serve the time for burglary, an ambitious federal prosecutor, Chris Poole, decided that what really was needed was for Young to be separated from his wife and four children for a decade-and-a-half over a legal technicality. After all, Young never had been cited for violence against another person and not even Poole would say that Young imposed a danger to society of shooting others.
No, Poole acted brutally because, well, he could act brutally. And the public thinks it is fine because Young “broke the rules.” When I posted my disgust with the case on Facebook, someone else posted, “What about the burglary?” In other words, since he committed burglary, the federal prosecution was justified, and his words pretty much echoed what other Chattanoogans wrote in comments sections. To them, having shotgun shells in one’s possession and committing burglary were one and the same.
This point hardly is insignificant and it points to a most important development that has taken place in this country in the century since the ongoing Progressive Era began, and that development can be put into this one sentence: The United States, once a “nation of laws,” has become a “nation of rules.” More specifically, Americans increasingly are governed by rules set by legislative bodies, rules that are based upon arbitrary numbers and rules that often reflect knee-jerk reactions to something that has happened, and rules that often carry draconian penalties when they are violated.
Laws vs. Rules
Americans from ordinary citizens to politicians to lawyers and judges have come to assume that laws and rules are one and the same. When a state legislature declares that anyone riding in a car must be wearing a seat belt or that a restaurant cannot allow individuals to smoke tobacco products on their premises, such declarations carry the same weight as a law against one person indiscriminately taking the life of another, or someone entering another person’s property without the owner’s permission and taking goods from that person’s home. In the state where I now live (Maryland), signs on the highway remind motorists that a blood-alcohol limit of 0.8 percent is the threshold for “driving while intoxicated” or that drivers cannot use hand-held cellphones while driving constitute “the law.”  MORE

Living near benzene release sites increases cancer risk

Living near a benzene release site – such as a refinery or plant that releases the chemical into the air or water supply – puts people at a higher risk for contracting non-Hodgkin lymphoma, according to a new study.
Risk factors for non-Hodgkin lymphoma are not well known, though the disease is more common in older individuals. Nearly 70,000 new cases appear in the United States each year, leading to nearly 20,000 deaths annually – and incidences of non-Hodgkin lymphoma are only expected to increase as the U.S. population ages.  
“For many more common cancers like breast, lung or colon we have well-known associations and can describe risk factors,” study author Dr. Christopher Flowers, associate professor of hematology and medical oncology at the Emory University School of Medicine, told FoxNews.com. “But for lymphomas, those have not been nearly as well described, and it is becoming important to identify those risk factors as the population ages.”
In a study published in the journal Cancer, Flowers and his colleagues gathered data on benzene release sites in Georgia from the Environmental Protection Agency’s (EPA) Toxics Release Inventory and compared it to data on incidences of lymphoma gathered from the Georgia Comprehensive Cancer Registry.

"I think it's going to get worse," said Irene Salyers, 52, of Buchanan County, Va., a declining coal region in Appalachia. Married and divorced three times, Salyers now helps run a fruit and vegetable stand with her boyfriend but it doesn't generate much income. They live mostly off government disability checks.
"If you do try to go apply for a job, they're not hiring people, and they're not paying that much to even go to work," she said. Children, she said, have "nothing better to do than to get on drugs."
While racial and ethnic minorities are more likely to live in poverty, race disparities in the poverty rate have narrowed substantially since the 1970s, census data show. Economic insecurity among whites also is more pervasive than is shown in the government's poverty data, engulfing more than 76 percent of white adults by the time they turn 60, according to a new economic gauge being published next year by the Oxford University Press.

The aim of the program is to remotely disrupt political dissent and extremism by employing "Transcranial Magnetic Stimulation" (TMS) in tandem with sophisticated propaganda based on this technology. TMS stimulates the temporal lobe of the brain with electromagnetic fields.

The program, conducted by The Center for Strategic Communication, is based at Arizona State University. The DARPA funding for this project can be confirmed on the ASU website here. The head of the project, Steve Corman, has worked extensively in the area of strategic communication as it applies to terrorism and "extremism" - or what could be called "the war of ideas."

Corman's  latest project Narrating The Exit From Afghanistan and his many presentations make it quite obvious that the mission is to shape the narrative and literally change people's minds. Lest one believe it will be contained to overseas extremists, we should keep in mind that the wordextremist is increasingly used domestically. The dissenters of yesterday could easily become theterrorist sympathizers and supporters of political violence tomorrow.

This DARPA research brings about many ethical questions and dilemmas. Mainly, this research aims to literally induce or disrupt the operation of narratives within the brain. In other words, this research aims to stop individuals from thinking certain thoughts and make others believe things they normally would not believe. This research has tremendous interrogation possibilities and could potentially be used to more successfully spread propaganda or stop political upheaval to an unsuspecting public. 

This research is being conducted by The Center for Strategic Communication at ASU and is entitled“Toward Narrative Disruptors and Inductors: Mapping the Narrative Comprehension Network and its Persuasive Effects”  A detailed overview of the project can be found in the document below. Highlights include:
  • In phase 3 of the research, the research group will “selectively alter aspects of narrative structure and brain functions via Transcranial Magnetic Simulation (TMS) to induce or disrupt selected features of narrative processing.” (Page 16, emphasis added) 
TMS is a very powerful tool used to impair the brain functioning of individuals. See the videos below for a brief demonstration of the effects of TMS.




    • Once the research group determines which parts of the brain are associated with cognitive reasoning and narrative comprehension, they will be attempt to impair those sections in order to “create a fundamental basis for understanding how to disrupt or enhance aspects of narrative structure and/or brain functioning to minimize or maximize persuasive effects on subject proclivity to engage in political violence.” (Page 23) 
    • Once it is determined that disruption of certain portions of the brain can enhance persuasive messaging, individuals can be persuaded to do things they normally would not do and believe things they normally would not believe. This could include something as simple as telling a closely guarded secret, to believing in government propaganda, or even committing a violent act. The group writes on page 26, “once we have produced a narrative comprehension model [i.e., how individuals comprehend stories and persuasive messages], end users [aka the government] will understand how to activate known neural networks (e.g., working memory or attention) and positive behavioral outcome (e.g., nonviolent actions) nodes with strategic communication messages as a means to reduce incidences of political violence in contested populations.” The group will investigate “possibilities for literally disrupting the activity of the NCN [narrative comprehension network] through Transcranial Magnetic Stimulation.” (page 30) [text added] 
    • The group is so confident that they will be able to induce or disrupt the operations of narratives in the brain, that they say on page 26 that the research “offers the capability to induce or disrupt the operation of narratives in the brain, and develops the capability to induce narrative validity [i.e., the believability of a particular narrative/message], transportation [i.e., the ability to be engaged by a narrative], and integration [i.e., associating a particular narrative with a larger, more culturally specific narrative] with certainty.” [text added]
    • The group gives the following example of this projects usefulness: “If it is the case that activation in one particular neural network enables people to connect personal narrative to master narratives [i.e., cultural narratives], by disrupting activity in that brain area, we should be able to selectively impair that specific aspect of narrative processing while holding other meaning making processes constant, effectively creating a ‘narrative disruptor.’ Not only would this be an important finding in the science of neural networks and narrative persuasion, but would also have considerably practical and strategic importance.” (page 40) [text added]
    Essentially, the research aims to literally disrupt how people think and comprehend ideas and messages.
    • Further, and perhaps even more terrifying, on page 40, the group writes, “Mechanical disruptions of narrative processing may be, ultimately, replicated in through targeted strategic communication campaigns that approximate the narrative disruptions induced via magnetic stimulation.” So, after figuring out which parts of the brain are activated by particular persuasive messages and propaganda, the government can test out messages that only activate particular portions of the brain and not others, in order to persuade individuals to believe or not believe something. Essentially, they are attempting to modify brain functioning without TMS, and only words. One can only imagine the strategies the government could use with this technology. They could make the public believe almost anything that suits their needs. It could literally lead to mass brainwashing. 

    But what does this mean, practically? It means that if this research succeeds, the government will be able to modify how one personally thinks. They could strap you in a chair, put a machine to your head, turn off parts of your brain, introduce a persuasive message, and make you believe it. 

    Further, through extensive research, they may be able to replicate the machine’s brain disrupting functioning simply through carefully crafted and researched persuasive messages and propaganda. They can use brain imaging to determine which portions of the brain are activated when a particular message is presented to an individual, and if the “right” portions are activated, they know the message will circumvent one’s mental reasoning and lead to almost automatic acceptance. With enough data, the government could spread propaganda through the media that people will almost automatically believe, whether it is true or not. 

    In terms of interrogation possibilities, Transcranical Magnetic Stimulation can be forced upon individuals to make them believe certain things, say certain things, and perhaps admit to acts they did not actually commit (as the TMS can induce narrative validity), or commit acts they normally would not commit.

    The government is literally trying to brainwash the public. This is not science fiction. Technology has made it possible to induce and disrupt cognitive functioning in individuals. In the future, your thoughts may not be your own, but ones that have been implanted into your brain through exceedingly successful and validated propaganda.
